The question

Which limits are physical — and which are simply being carried?

Infrastructure accumulates operating margins, setpoints, thresholds and assumptions over time. Some remain necessary. Others may persist because nobody has enough evidence to challenge them safely.

Designed capacity

The nameplate, engineering model or original design describes what the system was intended to support.

Dependable capacity

Current thermal, electrical, hydraulic, mechanical and workload conditions determine what the system can actually support with sufficient confidence today.

Operating headroom

The review examines where usable margin may be disappearing before a conventional alarm or protective response makes the constraint obvious.

Evidence before action

Valor does not assume that unused capacity is recoverable. The objective is to determine what evidence would prove or reject the hypothesis.

Valor is not paid to manufacture a positive result. If the evidence does not support a recoverable-capacity hypothesis, the recommendation should say so.
